You stopped here because you are concerned with congress and you want to know what reform is about or you want to know if you can do something about it.
Just speak to any of your friends and you will find they have a poor opinion of politicians including our members of congress.

I have been fortunate to have met some highly ethical members of congress. I do not believe they are all bad. But I do believe that we, the citizens have placed them in a very difficult situation where they are constantly tempted or pressured to cut corners.

Members of the House of Representatives must get re-elected every two years. They must be seeking campaign donations constantly or they will be bounced out. The senate stays for 4 years but the expense for campaigns is enormous so it is easy for interest groups with large donations available to help and exert their influence.

I want to help you find locations that will give you a background of the problem and places where you can go to do something about resolving the issue. First will be Campaign Finance sites and then there will be a list of sites related to Congressional Ethics Reform.
